Director Cabinet Affairs/Special Programmes

For appointment to this grade, a candidate must have: -

Served For A Minimum Period Of Eighteen (18) Years, Three (3) Years Of Which Should Have Been At The Grade Of Director Cabinet Affairs/Special Programmes, Csg 5 Or In A Comparable And Relevant Position In The Wider Public Service;

A Bachelors Degree In Any Of The Following Fields: Political Science, Public Administration, International Relations, Law, Economics, Economics & Statistics, Statistics, Planning And Project Management, Human Resource Management, Human Resource Planning, Business Administration, Education, Political Science/Government, International Relations Or Any Other Relevant Social Science From A University Recognized In Kenya;

A Masters Degree In Any Of The Following Fields: Public Administration (MPA); Political Science (With A Focus On Public Policy Or Government); International Relations (With A Focus On Diplomacy Or Security Studies); Public Policy; Business Administration (MBA); Law (JD Or LLM), Economics, Econometrics, Statistics, Planning And Project Management, Human Resource Management, Human Resource Development, Human Resource Planning, International Relations, Public Administration, Business Administration, Or Equivalent Qualification From A University Recognized In Kenya;

Professional Qualification And Membership To A Relevant Professional Body (Where Applicable);

Certificate In Leadership Course Lasting Not Less Than Four (4) Weeks From A Recognized Institution; And

Demonstrated A Thorough Understanding Of National Goals, Policies, And Development Objectives And The Ability To Transform Them Into Progressive Programmes.

An Officer At This Level Will Head The Special Government Initiatives Directorate And Be Responsible To The Principal Secretary. The Officer Will Be Responsible For The Overall Coordination Of The Special Government Initiatives, And Public Sector Reforms, Through Coordination For Transformative And Inclusive Growth. Duties And Responsibilities Will Include: -

Overseeing The Development, Review, And Implementation Of Policies And Strategies For Special Government Initiatives And Programmes;

Co-ordinating Implementation And Reporting On Development Partners’ Projects And Programmes;

Overseeing Stakeholders’ Awareness Creation Of Various Special Government Initiatives;

Spearheading And Monitoring Of Institutionalization Of Special Government Initiatives In Public Sector Institutions;

Coordinating Resource Mobilization And Utilization Of Special Government Initiatives;

Overseeing The Development And Roll-out Capacity-building Programs For Mdas Implementing Public Sector Reforms;

Spearheading The Research, Innovation, And Incubation Of Public Sector Reforms;

Spearheading Provision Of Technical Advice And Support Mdas, Independent Offices, And Constitutional Commissions In The Implementation Of The Public Sector Reforms; And

Spearheading The Development, Update, And Maintenance Of The Central Database For Public Sector Reforms.
