Job Summary
inSupply Health is seeking an experienced
Project Manager
to lead the day-to-day delivery of a prospective donor-funded, multi-country and multi-partner project expected to commence on
1 January 2027.
The Project Manager will be a central delivery role within inSupply Health’s Project Management Unit (PMU), responsible for translating project contracts, proposals and results frameworks into integrated workplans, schedules, budgets, staffing plans and clear accountabilities.
Working under the strategic direction of the Project Director, the Project Manager will coordinate day-to-day execution across matrixed technical and country teams, monitor progress and performance, manage risks and dependencies, and drive corrective action to keep delivery on track.
The role will coordinate across seven country teams and five consortium partners, working closely with technical leads, country teams, Finance, MERL, Operations, Procurement, Communications and other PMU functions.
Important:
Appointment to this position is contingent upon the project being awarded and the position being confirmed in the final project staffing plan. Further details about the project and donor will be shared with candidates who reach the final stages of the selection process.
Responsibilities:
Project Planning & Mobilisation
Translate contracts, proposals, budgets and results frameworks into integrated annual, quarterly and monthly workplans.
Establish clear milestones, owners, dependencies, costs and delivery expectations.
Lead project start-up and close-out activities, including team onboarding, governance arrangements, RACI development and delivery calendars.
Maintain project baselines covering scope, schedule, budget, resources, risks and benefits.
Day-to-Day Project Delivery
Direct day-to-day execution across project workstreams and matrixed teams.
Set priorities and ensure clear ownership of actions and deliverables.
Lead regular project delivery meetings and follow up on actions, dependencies, decisions and delays.
Track planned versus actual progress and take early action to address delivery challenges.
Coordinate technical, MERL, Finance, Operations, Procurement, Communications and partner inputs to resolve dependencies.
Manage changes to scope, schedule, resources and budget through approved change-control processes
Financial & Resource Management
Maintain budget-linked workplans and review project financial performance with Finance.
Monitor burn rate, expenditure, commitments, forecasts and budget variances.
Support rolling forecasts and budget rephasing or reallocations where required.
Monitor staff level of effort and resource utilisation against project requirements.
Identify resource gaps, competing demands and opportunities for cost efficiency while protecting project scope, quality and results.
Performance Monitoring & Reporting
Maintain accurate and up-to-date project information through project dashboards and reporting systems.
Prepare monthly project performance reports covering delivery, financial performance, results, risks and priorities.
Lead project reviews and consolidate project performance for PMU and portfolio reviews.
Coordinate timely and accurate donor and client reporting.
Maintain complete and auditable project records.
Risk, Quality & Compliance
Maintain live risk, issue, assumption and dependency registers.
Resolve operational issues within delegated authority and escalate material issues appropriately.
Coordinate milestone-based technical reviews and track actions through closure.
Ensure project delivery complies with contracts, donor requirements, organisational policies, safeguarding requirements and applicable regulations.
Track audit, client and internal review actions through closure.
Client, Partner & Stakeholder Coordination
Serve as the operational focal point for routine client and partner coordination.
Coordinate partner deliverables, dependencies and reporting obligations.
Prepare agendas, decision points, progress updates and action logs for project and governance meetings.
Identify emerging client needs and provide evidence-based options to project leadership.
Matrix Team Leadership
Set project priorities, roles, deadlines and delivery standards for matrixed team members.
Hold team members accountable for agreed project deliverables and timelines regardless of their primary reporting line.
Provide timely feedback and work with Practice Leads, HR and project leadership to address allocation, performance and role-related challenges.
Foster a culture of accountability, collaboration, responsiveness and learning.
Learning & Continuous Improvement
Lead project after-action reviews and close-out retrospectives.
Capture lessons, adaptations, efficiencies and reusable project management practices.
Contribute project management insights, schedules, staffing plans, budgets and risk analysis to proposals and project extensions.
Support organisational learning and contribute to project case studies at close-out.
Qualifications & Experience
Education
Bachelor’s degree in Public Health, Supply Chain Management, Business Administration, Project Management, Social Sciences, International Development or a related discipline.
A Master’s degree in a relevant discipline is an added advantage.
Professional Certification
Professional project management certification such as PMP, PRINCE2 or an equivalent credential is preferred.
Professional Experience
At least 7 years of progressive experience managing complex, multi-country and multi-partner projects or programmes in global health, development or advisory services.
At least 3 years of direct responsibility for integrated workplans, budgets, schedules, teams, partner dependencies, risks and client reporting.
Demonstrated experience managing donor-funded or client-funded projects across multiple workstreams, partners, geographies or technical disciplines.
Demonstrated experience leading matrixed teams where project authority and formal line management sit in different roles.
Strong experience in integrated workplanning, budgeting, forecasting, variance analysis, resource planning and results tracking.
Experience coordinating with ministries of health, county governments, donors, implementing partners, consultants and private-sector actors is preferred.
