KEY RESPONSIBILITIES & DUTIES
1. MHPSS Coordination for Law Enforcement & First Responders:
Coordinate and oversee the provision of specialized MHPSS services, stress management
support, and vicarious trauma debriefings for law enforcement officers in close
collaboration with the MHPSS consultant
Design, contextualize, and deliver specialized trauma-informed care training modules for
frontline first responders.
Establish confidential psychological referral pathways and peer-support frameworks for
officers routinely exposed to trauma and human trafficking cases in close collaboration
with the MHPSS consultant
2. Overall Program Safeguarding & Compliance:
○ Serve as the Program Safeguarding Focal Point, enforcing strict adherence to
Protection from Sexual Exploitation and Abuse (PSEA), Child Protection, and Survivor
Safeguarding policies across all operational sites.
Establish confidential feedback, complaint, and whistleblowing mechanisms across all
facilities, leading internal investigations or case reviews for any policy breaches.
Audit shelter physical spaces and operational workflows to ensure zero-tolerance
compliance with survivor safety and dignity standards.
3. Shelter Management & Operational Oversight:
Provide direct administrative and operational supervision to Shelter Managers across all
sites.
Conduct regular field supervision visits to all three duty stations to ensure standard
operating procedures (SOPs), security protocols, and safety standards are maintained.
Step in as Acting Shelter Manager at any facility during a Shelter Manager's extended
leave, vacancy, or emergency operational gap.
4. Staff Wellbeing, Self-Care & Organizational Resilience:
Design and institutionalize staff wellness, psychological safety, and stress-management
frameworks across all facilities to mitigate vicarious trauma, compassion fatigue, and staff
turnover.
Facilitate structured, peer-led clinical debriefing sessions and mandate individual check-
ins for frontline teams following high-intensity cases or severe crisis events.
5. MHPSS Technical Leadership & Direct Clinical Care:
Deliver targeted, specialized mental health and psychosocial support (MHPSS) services
for high-complexity trauma cases, complex psychiatric presentations, or escalated
survivor crises.
Develop standardized MHPSS clinical toolkits, screening protocols, and survivor recovery
manuals tailored to Horn of Africa migration contexts.
Provide expert clinical supervision to shelter Clinical Psychologists and Social Workers to
ensure survivor-centered care.
6 Program Management & Strategic Support:
Support the Program lead in strategic planning, budget tracking, donor reporting, and
regional counter-trafficking program execution.
Represent the organization in high-level interagency working groups, regional MHPSS
Working Groups, Child Protection/GBV Sub-Clusters, and ministry-level counter-
trafficking forums (e.g., CTIP Secretariat, UNHCR/IOM coordination meetings).
Lead technical proposal development for MHPSS expansions and design regional
protection strategies along major transit corridors.
6. SOPs, Policy Governance & MEAL Frameworks:
Draft, update, and standardize technical protocols and clinical guidelines governing
survivor protection, emergency intake, interpreter integration, and cross-border MHPSS
services in line with IASC guidelines.
Establish qualitative and quantitative MHPSS indicators, outcome measurement
frameworks, and feedback loops to track survivor recovery trajectories over time.
Lead technical research and document emerging trends in trafficking routes along the
Moyale–Nairobi and Uganda border corridors.
7. CMS Analytics, Auditing & Reporting:
Run advanced data analytics, trend reports, and performance dashboards directly within
the organization's Case Management System (CMS).
Audit digital case files across all three sites to ensure strict data hygiene, timely updates,
and 100% compliance with Kenya’s Data Protection Act (2019).
Utilize CMS metrics to extract evidence-based insights for program refinement, technical
proposals, donor deliverables, and policy advocacy.
MINIMUM REQUIREMENTS & QUALIFICATIONS
● Education: Master’s Degree in Clinical Psychology from an accredited university
(Mandatory requirement). PhD is an added advantage.
● Professional Licensing: Active registration and valid practicing license from the Counsellors and
Psychologists Board (CPB), with membership of the Kenya Counselling and Psychological
Association (KCPA) or an equivalent professional body.
● Vetting & Clearances: Valid Certificate of Good Conduct (Police Clearance) from the DCI and a
clean safeguarding/child protection background check.
● Experience:
○ Minimum 6–8 years of post-qualification professional experience, with at least 3 years in a
senior leadership, supervisory, or technical advisor capacity within humanitarian,
migration, or counter-trafficking MHPSS programs.
○ Proven track record in multi-site management, coordinating MHPSS for law
enforcement/first responders, safeguarding management, and direct supervision of
multidisciplinary clinical teams.
● System & Technical Skills:
○ Advanced proficiency in data management platforms (a case management system or
similar protection/GBV database software).
○ Expertise in running advanced data queries, quality control audits, and reporting
dashboards.
● Languages: Professional fluency in English and Swahili. Working knowledge of Horn of
Africa languages (Amharic, Oromo, Tigrinya, or Somali) is an added advantage.
